The bug is the fact that VFP have not this flag.

At developer time this behaviour can to be usefull,
but developer time and runtime are two different concept.

In-fact a Canadian Immigration Office
( on another UT Chatter past thread )
it write that VFP is not a developer application.

Considering this behaviour,
the Canadian office has found a reason for this affirmation.
