Check the temporary file location - make it local if it is not.
Is AV installed on the server? If so, disable it.
Are you running the app locally or are the users sharing the exe - if sharing, install on the machines and run locally.

We have looked at antivirus, reloaded the server, and shifted data from the site to our offices to try and resolve the problem and it definitely seems to be at the site.
