BCP installs as part of QueryAnalyser.. C:\Program Files\Microsoft SQL Server\80\Tools\Binn\bcp.exe
You can at the least build a batch file to invoke the BCP, but then it runs on the client machine.
You should be able to run it from the server as well.
This is something that you'd need to get their DBAs involved in the process.
