I think 1 big problem is that the PDF format is neither controlled by Microsoft, nor by a recognized standards-setting body. It's controlled strictly by Adobe.

From a marketing/world domination standpoint: I can't recall the last time I saw Microsoft tacitly approve/support a standard that is not their own.

From a technical support standpoint: if Adobe changed the PDF format after VFPx was released, VFP users would be screaming for a "fix" or SP from MS. To be fair, I wouldn't want to be in that position either.
