I have talked to the people at USPS, they claim it is a violation to use their website through API, automation, whatever for commercial use (at the time they did not offer a paid service either) because they license the info to third party people who sell list cleaning services and software. I have found a couple places which have webservices avail for a nominal monthly fee and per lookup fee (www.cdyne.com) and one which I believe is currently free
