When a table is called to be opened, and it suddenly does not exist, VFP attempts to "Help" the user by presenting a useless file open dialog that neither explains what file it is looking for nor where in the program execution it encountered this error.

My point exactly, It is an error that should be detected and corrected whether it is a logic error that was not properly tested or some bozo deleted a required file after installation. By presenting a useless Open file dialog and allowing selecting just any file, it not only makes it difficult to find and correct the original error, it propagates more unpredictable errors downstream and hides the original cause of the error.
I doubt that many people code their applications where it checks for the existence of every file, every time it is accessed.
