It could also be viewed as a feature at runtime. The user gets the dialog - he calls the programmer - the programmer says, "..ooops, my appologies, I need to fix that. Let's select the file through this dialog while I fix it."

In this case production could continue while waiting for a fix to be shipped.

If a foreign language dialog appeared on my system I would think I had been hacked - or a child had performed an unauthorized download on pop's office system:)
