I had seen that article before, and it is quite interesting. However, first of all, to every observer it seems that he is the center of the expansion. That is, it is not
Earth that is moving almost at the speed of light, but the galaxies around us. This is happening right now; the farther away a galaxy is, the faster it is receding from us. This can be seen from the redshift in the spectrum, due to the Doppler effect. That is, the frequency of incoming waves is affected by relative speed. You can notice this effect on a daily basis, with sound waves: an approaching car has a certain sound; after it passes (and is receding from you), the sound changes. This is especially obvious with a siren, since it has a well-defined frequency.
Second, I think the authors of the article you mention made a mistake when talking about galaxies receding
faster than the speed of light. At least, I have some doubts. See my previous comments about addition of velocities, in the Theory of Relativity.
