I guess you could also try to use the Browser control with the image map instead, like it described for example here: http://www.cris.com/~automata/maps.htm
Did not try it myself though.

Since the VFP image control is rectangular, it has no idea whether you click on some definite state inside the image, without having some mouse coordinate translation table for the mouse positions and their meaning within the actual map.
