I've had the same problem. I had to resort to including the necessary DLLs in the same folder as the EXEs as the Merge Module wasn't doing as it should. If its any consolation, all of my testing was done on a new, clean XP machine and I tried many combinations of Merge Modules. The only fix was the one above ... not ideal, but it works.
