One of the events that we use for some initializing stuff with some ComboBoxes is the HandleCreated Event. I'm not sure where that fires in relation to the Layout Event that you're using, but it might give you one more thing to look at and check out.

Also, I assume you're talking about WinForms, not WebForms, correct?
