We also use Wise Standard V9 for our installs.
The cause may be as mentioned in Message Id:
888132 that you are not getting the foxhhelp7.exe, and foxhhelpps7.dll files installed correctly.
These need to go in the system directory and foxhhelp7.exe needs to be self-registered by WISE.
If you have not already done so,
Add In your wise script:
Install File:Source=C:\Projects\CertRight\Install\Application\foxhhelp7.exe (Use your path)
Destination=%SYS32%\foxhhelp7.exe
Select: Self-Register OCXs/DLLs in the Install file dialog.
Replace Existing File should be "Check File". with Older and Older for the File Version, File Date/Time.
Install File:Source=C:\Projects\CertRight\Install\Application\foxhhelpps7.dll (use your path)
Destination=%SYS32%\foxhhelpps7.dll
This one does not need to be registered so leave Self-Register OCXx unchecked.
Replace Existing File should be "Check File". with Older and Older for the File Version, File Date/Time.
Then, after all of the the install files are finished, place a Self-Register OCXs/DLLs script item with Register All Pending Dll's/Ocxs/Exe's checked.

Note: I tried installing the foxhhelp7.exe and foxhhelpps7.dll files to my application (%MAINDIR%) directory once, and had similar problems to what you are having. Install them into %SYS32% instead.
