It shouldn't be a problem. I had much more than that many users on old DBF-based applications.

However, I'd advise to avoid having any table open all the time for all users. You may probably open USE the table, get the needed data, and once the user updated it, USE it again and make the changes.

Of course, it all depends on the type of application.
