What will it cost to redesign and re-write in VFP?
What will it cost to design and write in .NET?
What are the conversion costs to .NET?
What are the costs for sending coding work to India, getting it back to the US, testing, debugging, and managing a project from the US to India?

If it is not a huge project, I would guess your suits will realize the more cost effective way would be to "in-source" it to your existing staff.
