For myself:
in the [early] nineties:
probably a portable xBase-linkable library like
the products from Sequiter, Apollo, RAIMA or
somebody else, perhaps with some dBase for ad Hoc Queries.
Main Programming probably done in Delphi or C[++],
the latter to be left for Java after 1996.
late nineties / after 2K:
SQL Backend [MySql, Sql-Server/MSDE, PostgeSQL, SQLlite]
with Java, Delphi or perhaps C#.
The dbf format is/was a good esperanto for moving data,
much safer than CSV or SDF formats if you had to import
the data into other programs (statistics, even Excel).
