It looks like no-one has bothered updating Outlook to the latest service pack on the older machines (for quite a few years, I might add)... Service packs from about 1.5 to 2 years ago and later have integrated this 'security feature' into Outlook.

As Tore suggested, Redemption is a possible solution - but depending upon your environment you may want to start sending messages from your application via SMTP instead. It's much less prone to Microsoft's whims...
