I'm not an HR type, but I believe is stems from a lawsuit where contractors sued Microsoft because they were kept at contractor status for years and not allowed any company benefits. I believe MS lost the case. Because if this, most companies won't allow a contractor to stay for very long, 2-3 years max. Legal types (JVP?) may chime in here and correct me if I'm wrong.
