It comes down to whether the client or the server should create the data connection.
FTP uses two different connections for the transmission of data.
A control connection, which is the main connection you use when connecting to the server to send the FTP commands and a Data connection which is opened and closed for each sending of binary data.
Data connection is for things like directory lists, file uploads and downloads, etc.

When using Passive FTP, you tell the server you want the client to make the connection to it. With normal ftp, the server creates the connection and connects to you. Passive is better for use with firewalls since the clients starts the connection.
