I don't know how to do this exactly for Win2003 but there's the similar local policy in WinXP.
From the "Administrative Tools" menu choose "Local sequrity policy". Then open Local policy -> Sequrity Settings. There are some Microsoft network server options there including delay before disconnecting clients.
Sorry if I make mistakes with some names of options, I use localized Windows.
