In addition to what Bill said, under modern OSs like NT/W2K/XP you are specifically forbidden from talking directly to the hardware. The card manufacturer will need to provide a driver so the card can be "installed" on those OSs and therefore made available for use.

The good news is, as Bill points out, hardware manufacturers realize this, and typically provide both device drivers and either an API or control of some sort to make interacting with the hardware much easier.
