You must test your tables with an index on deleted (tag isdeleted), and compare it to the speed you get without the index tag. The result can be different from table to table. You then keep the isdeleted tag where the speed is best with it.
By the way, I recommend you consider reusing the deleted records instead on packing them. With the correct indexes, the end result should be more or less the same as with the packing. And the programming overhead is minimal.
