If that article is not explicit enough (or if it is out of date) regarding the SAX interfaces, you should be able to use any resources giving advice writing a SAX handler using MSXML.

You just need to implement the interface, and (hurray!) we can do that in VFP <g>.

So... don't be afraid to look at VB6 code samples implementing SAX for additional advice on specifics.
