Actually my screen operates a little differently but it worked anyway.

When I right click on the PEM Sheet, I get "Dockable" or "Hide". Anyway, I clicked on "Dockable" and this worked the same effect as "Always On Top.

So thanks Sergey. Your advice has steered me inthe right direction.
