for VFP 7 - you will need to make an installtion set with InstallShield Lite [which shipped with 7, BTW - grab your installation CD and look again].

Don't like ISE ? Use InnoSetup, and make sure you include the files you
need for run time modules in VFP 7.

BTW - this is covered in the VFP 7 help file - have you perused it recently ?
