The scenario you describe is more than likely correct - one user is probably running a large process and eating up all the memory - and the other users are made to wait until that process is finished. VFP will try and use as much memory as it can to do what it needs to do. Take a look at sys(3050) and try to limit the ram usage for each user - this might help.

I would at least double the ram in this machine - it has already probably cost you more than the $300 it will cost for a new 1gb stick to research the problem to this point.
