>I can install it on one PC, meaning since the old one is nonexistant, I can install it on another PC? I see some vendors selling just OEM versions of Windows by itself. Is that legal?

An older version of the OS can NOT legally be installed on a new machine, if the new version, which replaces it, is an upgrade.

Methinks that selling just the OEM is illegal. It is supposed to be sold with a new machine, or with a hardware upgrade of US$ 200 or more, IIRC.
