Years ago, I had a similar error, and I remember the problem was using format codes (including allignment, upper, lower, etc.) in the report designer format box for strings longer than 254. You can work around it if you can do what you want somewhere else, like using upper(myfield) in the expression box not in the format. I believe there was a KB article on this.
