In general, I would also recommend to send message to "all", since anybody can answer. There can be an exception if you have some very specific reason to address one person - for instance, comment about an article that person wrote, about a download he published, etc.
I can assure you that Çetin is glad to help, whenever he can, but if lots of people write to him specifically, he might eventually get overwhelmed.
