All folders are read-only in XP (and Win2k3) and cannot be changed.

I saw this access problem when I set up my FTP site for client access, but can't recall exactly what the problem was. I remember tearing my hair out for a couple hours until I stumbled on the answer. I think it might have something to do with something like permissions in IIS rather than permissions in the file system. I'll poke around some more and let you know if I can recall the solution.
