I did something like this before. I suggest :
-Create a netsetup with setup wizard (otherwise you wouldn't be able to do a setup)
-Do your installation as you normally would.
-Delete directory created on disk
-Create a shortcut pointing to exe on CD
Copying the needed runtime files to windows\system dir+creating a shortcut is another way.
