Is the footer band defined larger than you need? Maybe that is what is taking up the extra room.

Another idea, is there a picture or something other field to the right or left of the lines you are trying to remove? VFP will only remove the lines if absolutely nothing else prints in the same horizontal space as the ones you want removed.
