Have you given thought to the idea that the problem may not be source safe? Many large companies use source safe without any problems. My feelings are it is more in the process you use or the architecture of your solution than in source safe. Many companies don't use the foxpro-ssafe api structure, but check the files in and out using the source safe tool itself. You may want to consider that.
