there are several 'official' places, and many 'unofficial' places -

there are two versions of blat - one a command line thingie, and another a dll thingie. Most vfp developers will use the dll thingie - cause it just works SO well for smtp and nntp.

as to 'what it is' ?
Here's a semi-official description:
Blat is a command line email tool (sending mail via smtp), written for Windows. Blat is ideally suited for inclusion in scripts or automated runs to add email capability to your processes.

but I don't use the command line version for VFP at all.
