Gene, as far as I know, th eonly way to add a form to a formset is to use

FormSet.AddObject( cName, cFormClass [, cPara1[, cPara2...]])

In other words, you can't add an independent, .SCX-based form to an existing FormSet.

Note that you can File - Save As Class in the form designer...
