1. MSDN Universal Set or
2. Visual Studio 6 EnterPrise Edition

It's on that CD set.
It's a source control program, and there are hooks and automation code
available for:
VC++, VB, VFP, VI.

There is a source control wrapper codebase built into VFP called scctext.prg - if you don't have it on your hard drive - don't panic - it's on your installation CD set.

What version of VFP are you using ?
in essence - it is a source control respository program, and it is NOT written *IN* vfp. There is codebase to make VFP work with it.

It's an interesting question though - how did you run across Visual Source Safe ?

I have no idea about SOS CE .

and ? As for ebooks ? Install your MSDN Library set - you'll find most of what you need there . Does UPM have most of that stuff already ?
If not - email me outside of UT and I'll give you some recommendations on where to buy Full MSDN Universal licenses.
