Another follow-up:

I logged into a computer/account that exhibits the problem.

I noticed that everything about Excel seems to work in the Ole control EXCEPT the main Excel menu, which is visible but non-functional. When I click on a menu item, it turns gray, but does not drop down the list of choices. However, I can type data into the spreadsheet, copy and paste cells, format cells using Excel toolbar buttons, insert a formula using the Excel Fx toolbar button, hide a row, split the view, etc.

I'm more confused about this than ever. Sure hope somebody has a good idea about what is going on.
