Try this:

COPY TO SomeName.xls TYPE FOX2X

It will be a 2.6 type dbf, but with the xls extension, and you will even be able to double click it in Explorer and bring up Excell. Once the user has it in Excell he/she can save it as a worksheet (if they want to make changes) or not, as they see fit.
