Your method of letting them pass is a good responce. I always use the little day/night switch on my mirror. This tends to cut the amount of direct light I get from cars behind me. I assume they still put these in cars.

Here in Canada there are no laws that govern this. But if you get behind the police and they get anoyed. They'll let you know about it.
