If you are using InstallShield Express, there is a Customer Information dialog under Customize the Setup Appearance/Dialogs.

This dialog contains an "Install this application for" option group, and you can select "all users" or "only for me" for the current user. In ISX, there is an option to force the dialog to hide this option, and it should install for all users. All users should be the default if you don't hide this option also.
