I am not sure if I have an exact match on your problem, but last year we found a program that would routinely add / drop tables many times a day. ( programmer thought it was the only way to get long file names -- when a cursor created with the DBC open would have worked ). We changed the Add / drop to create cursor and our DBC corruption disappeared.
