You have to enable multiple checkout in VSS. To enable multiple checkouts:

1) On the VSS Administrator Tools menu, click Options.
2) Click the General tab if it isn't already selected.
3) Select the Allow Multiple Checkouts check box.
4) Click OK.
5) Quit the Administrator program and tell all your users to close and restart VSS Explorer for the change to take effect.

I must warn you that this feature works on text type files only, not on binary type files. I would not try to use this feature on any files in VFP other than on PRG files.
