I would suggest getting a copy of xCase for several reasons:
1) xCase will allow you to visually break the database down into separate diagrams that make more sense. I've found that to be be immensely helpful in dealing with complex databases.
2) xCase should help you with RI maintenance when you make table changes. I don't have a lot of experience using it against VFP tables, but it works very well with SQL Server.
3) Any third-party data modeling tool is a sanity-saver, and allows you to design/experiment/improve your data model without making real-time changes. This safety factor alone makes it worth the cost.
There may be other DM tools available that work with VFP but xCase was engineered from the start to do this, and is priced pretty reasonably. And no, I'm not on their sales staff!
