Foxisapi is not really supported by MS anymore and is based on older technology involving backend COM .EXE vfp servers. It has always been difficult to install and debug foxisapi applications.
The recommended way to build VFP web apps nowadays is by creating a VFP mtdll (multi-threaded dll) server and calling it from ASP.NET or ASP or Web Services. MTDLLs are more suited to the web environment than .Exe servers...
