I looked into my MouseDown event code for the MapObjects ActiveX control and found that I am "refreshing" the map by setting it's extent to it's existing extent as follows:
oMap.extent = oMap.extent
I didn't check into it, but, I suspect that setting this property implicitly calls the AftertrackinglayerDraw event.
See if that works for you.
