The Summary band only has two options ... print immediately following the last detail band (or data group footer if applicable) .. or print on its own page.

The only way to use the Page Footer for what you want is to pull some tricks. Since you're using 2.x, it's not quite as easy as VFP .. but it can be done. The best way I can think of is before you call the report writer, select your table, GOTO BOTTOM, and then store RECNO() in a variable.

In the report, put the info in the Page Footer and put the following in the PrintWhen logic: RECNO() == (Your Variable). Also, make sure you check the Remove if blank checkbox.
