Two places to check. The AUTOEXEC.BAT file for the line:
SET FOXPROWCFG=C:\SOMEDIR\CONFIG.FPW
or the command line for a -C command switch:
MYEXE.EXE -CC:\SOMEDIR\CONFIG.FPW
If the directory doesn't exist, either could cause this error.
