Unless the scratches are very deep, you can usually polish them out with a very mild abrasive and a soft cloth. I have had great success with plain Colgate toothpaste, which uses chalk, (not the gel, which uses silica). You need to move from center to outside, not cocentrically, and use a fair amount of pressure. It is a low-tech solution, but unless someone took a razor to your CD-ROM, it should work.
