For a previous client we had a timer in the app that would check periodically for a file in a specified directory like update.txt or something. If it saw the file then it would prompt the user to exit the app so an update could be done. A box would popup every minute until the user exited the app. When the app loads, it would look for the file and not load if it existed. When we needed to install an update, we would put the file on the network and remove it when we were finished.

You might also try logging all users into a table when they start the app and clearing the record when they exit. That way you tell at any one time who is in the app. You will have to account for power failures though and dirty shutdowns.
