Since you're just sending e-mail, you don't need Web Connection or any of the third party tools for creating a web app. HTML is all ASCII, and VFP is very good at generating strings, so you could create your e-mails with straight VFP if you want. You could also create your output in a VFP FRX, and use a tool like XFRX to convert it to HTML.
As far as e-mailing, there are a number of options. As Diane points out, if you just want to use Outlook to send the mail, you can use automation. There are other ways of using MAPI mail as well, including some classes you can download from here. Doug Hennig also had a couple of articles on using MAPI mail in FoxTalk a couple of years ago. If you want to avoid using MAPI at all, and want to send messages directly to your SMTP server, I'd recommend using a tool like West Wind's client tools. You don't have to be hosting the mail server to do this, but you could if you wanted to.
