If you want to instantiate the object from the local computer, leave the computer name empty. Otherwise, VFP tries to establish a remote connection to the computer which might fail if you don't have remote registry access enabled, no remote login permissions or when the COM server is a DLL. YOu can only instantiate EXE servers remotely.
